Preheat oven to 425° F. Separate chicken wings at the joints, discarding the tips. Arrange chicken in 9x13-inch pan sprayed with Pam. Bake for 10 minutes.
Combine the honey, bullion, soy sauce, lemon juice, garlic powder, and ginger in a small mixing bowl.
Pour over chicken, turning to coat. Return to oven and bake 25 minutes longer or until the chicken is cooked through.
