In a saucepan, combine butter, hot sauce, ground pepper and garlic powder and heat over low heat until the butter is melted.
In a separate bowl, combine the flour, paprika, cayenne pepper, and salt. Place the wings in a large bowl, and sprinkle the flour mixture over them until coated evenly.
Place the wings in the refrigerator for 60-90 minutes to help the breading stick to the wings during frying. Deep fry the wings in oil for 10-15 minutes until done.
Remove the wings and drain on paper towel for 2 minutes. Place the wings in a large bowl and coat evenly with the hot sauce.
Serve with bleu cheese dressing and celery sticks.
