Place flour in a large plastic bag, add chicken and shake to coat. In a large skillet, brown the chicken in oil. Transfer to an ungreased 13x9x2-inch baking dish. Drain skillet except for 2 tablespoons of drippings; sauté onion, pepper and celery; place in dish with the chicken.
In a saucepan, combine ketchup, brown sugar, worcestershire sauce, salt and pepper. Bring to a boil. Pour over chicken. Cover and bake at 350° F for 30 minutes. Remove from oven, uncover, and sprinkle corn over chicken and vegetables. Bake for 18 to 20 minutes uncovered. Yields 4 to 6 servings.
