Cut roast into steaks. Pound several times on each side. Dredge steaks in flour and fry in pan until browned. Pour water in bottom of 13 x 9 inch baking pan. Place steaks in pan.
Slice onion; separate the slices and add to pan with steaks. Put 1 pat of butter on each steak. Put one tablespoonful of brown sugar on each steak. Drizzle steaks with ketchup. Season with salt and pepper. Cover with foil. Bake at 375° for 1 1/2 hours or until done.
