Sift together the flour, baking powder, baking soda and spices. Stir in the pecans and raisins. In a large bowl cream together the oil, eggs and sugar. Blend in the apple butter. Add the flour mixture to a creamed mixture and blend well.
Pour into a 9x5-inch loaf pan. Bake at 375 for about 1 hour and 30 minutes.
