Melt shortening; add ground beef, onion and pepper; brown lightly. Drain 1/2 cup juice from can of tomatoes. To ground beef mixture, add tomatoes, kidney beans and all other ingredients. Mix well. Pour into a 2 quart casserole. Top with Corn Bread Topping and bake for 25 minutes at 400° F.
Topping: Heat oven to 400° F. Add shortening and milk to beaten egg. Stir in sugar, corn meal and flour. Mix well. Drop by spoonfuls on top.
