This is basically the Middle Eastern version of rice pudding. Its an extremely easy and economical dessert. As with most Middle Eastern desserts its loaded with sugar, so for those that aren't accustomed to really sugary desserts, you might want to reduce the sugar to just 1 cup. For a richer version, use full fat milk or a combination of milk and cream.
Combine cream of rice, milk and sugar in a medium saucepan. Cook over medium heat, stirring constantly until mixture starts to thicken.
Lower heat, and allow mixture to simmer until it attains the consistency of a cream filling. Add rose water, turn heat up. Bring to a fast boil and remove from heat immediately.
Por into bowl or individual serving bowls. Serve warm or cold. If desired drizzle with honey and garnish with pistachios.
