Beat cream cheese and sour cream. Add garlic powder and onion flakes. Stir. Tear up chipped beef into small pieces and add to cream cheese mixture.
Bake at 350° for 20-25 minutes until top starts to brown. Serve warm with crackers or bagels.
This recipe can be easily doubled, but I do not add more garlic powder when doubling.
