Sprinkle lamb chops with first additions of salt and pepper; refrigerate.
Combine vinegar and orange juice in a medium saucepan. Bring mixture to a boil; reduce heat to a simmer. Stir in molasses, chili powder and cumin; simmer for 10 minutes. Remove from heat; stir in mint and lime juice. Season with salt and pepper.
Broil chops for about 8 minutes on each side. During final minute of broiling, brush with mint/chili glaze. Brush again before serving.
