Grease muffin pan and set oven to 400° F. In large bowl, combine flour, baking powder, salt, brown sugar and 1 tsp cinnamon. Make a well in center of flour mixture and add milk, egg and butter.
Stir just until ingredients are combined and moistened. Mix in chopped apple. Mount batter high in muffin pan cups. Mix remaining cinnamon with sugar and sprinkle over muffins. Bake 20 minutes, until lightly browned.
