Combine apple cider and water in a saucepan; bring to a boil. Set aside.
Remove skin from the ham. Place the ham, fat side up, on a cutting board; score fat in a diamond design, and stud with cloves. Place the ham in a shallow baking pan, fat side up; then coat top with brown sugar. Insert meat thermometer, making sure it does not touch fat or bone. Bake, uncovered, at 325° F about 2 hours - 22 to 25 minutes per lbs or until meat thermometer registers 160° F , basting every 30 minutes with cider mixture.
Sauce: Combine remaining ingredients in a saucepan; bring to a boil. Serve sauce with sliced ham.
