Cook onion in butter or margarine until tender, but not brown. Blend in flour, chicken bouillon granule, salt , and pepper. Add milk and water. Cook and stir until thickened and bubbly.
Stir in chicken or turkey and vegetables; heat until bubbly/Pour into large casseroles. Place biscuits atop hot filling. Bake in 400° F oven for 10 to 15 minutes or until biscuits are browned.
