Cook broccoli and onions according to package directions, but not too much. Drain. In pan, melt 1/2 of the butter. Blend in flour, salt, pepper; add milk. Cook, stirring constantly until thick.
Blend in cream cheese until smooth. Place vegetables in a greased 1 1/2 qt. casserole. Pour sauce over; mix lightly. Top with cheese. Melt remaining butter and mix with bread crumbs and sprinkle over casserole.
Bake at 350° F or 40-45 minutes.
