Preheat oven to 350° F. Wash, cut off stems, and steam just the broccoli florets. Prepare a ceramic pie plate or casserole dish by spraying with nonstick cooking spray.
Drain the broccoli florets and pile them high in the prepared pie dish, alternating with the chopped onions. Sprinkle with black pepper to taste. Place on top of the broccoli the graded cheese, right down to the edge.
In a food processor, blend together the baking mix, eggs, and milk. Blend well. Pour evenly over the pie, beginning in the middle, gradually pouring near the edge. Place on a cookie sheet to collect any drippings
Bake in preheated oven for 30 to 35 minutes, or until cheese on top is golden brown. Drain excess liquid if necessary.
