Steam broccoli and drain. Preheat oven to 350° F. Whip together mashed potatoes, cream cheese, milk, egg and butter. Season with salt and pepper. Fold in half can onions. Spread potato mixture in buttered 8 x 12-inch baking dish to form a "shell."
Bake uncovered for 25 to 30 minutes. Arrange hot broccoli spears in potato shell; sprinkle with cheese and remaining onions. Bake uncovered 5 minutes or until cheese melts. Serve immediately.
