Peel carrots and cut into 1 inch lengthwise strips. Cook until barely tender. Transfer to shallow baking dish.
In a small saucepan, melt butter. Stir in sugars and flour. Gradually add orange juice. Cook over medium-high heat, stirring constantly, until mixture boils. Pour over carrots, stirring gently. (May be made ahead up to this point and refrigerated.)
To serve, bake at 350° Ffor 30 minutes.
