Brown meat; drain. Dissolve bouillon in water; add to beef. Stir in onion, pepper and bay leaf. Simmer, covered, until tender, about 1 1/4 hours. Add potatoes, celery, cabbage and carrot. Simmer, covered, until vegetables are tender, about 30 minutes. Stir in tomato sauce; cook, uncovered, 15 minutes. Remove bay leaf before serving.
